What rights are necessary to use JWinSvc?

The following types of rights are required:

Administrator - to install, uninstall, start and stop services with JWinSvc.
Power User - only to start and stop services with JWinSvc.

Note: After moving the user to Power Users group, system reboot is necessary for this change to take effect.
